The submission process is dead simple (send an email), and the concept is that the &#8220;carnival&#8221; changes &#8220;host&#8221; every week, and features a collection of interesting or thought provoking entries dedicated to a topic or theme — in the case of the &#8220;Carnival of the Mobilists&#8221;, the topic is, not surprisingly, mobile.
